Lazaro husband, Bernabe Lazaro, has also been charged for allegedly giving false information to obtain visas. The CBSA alleges that Eliza Lazaro and Cecilia Bautista, also known as Cecilia Agtarap, posed as immigration consultants since 2009. The agency says an 11-month investigation led to the arrests. The three have been charged with a total of 37 separate charges, including misrepresentation and human trafficking. During the investigation, witnesses told agents that Lazaro would charge clients a fee for finding them jobs in Canada and taking care of paperwork for visas and work permits.
