David Johnston Dept: The pledges are among a range of initiatives the Conservatives will outline in a Throne Speech to be read by Gov.-Gen. The document will outline the Harper government's priorities now that it has the majority which ensures passage of bills that had been held up in the previous minority Parliament and oTTAWA - One month after Canadians gave Prime Minister Stephen Harper a majority mandate in the House of Commons, the governing Conservatives will reveal Friday that they will use the power to reduce taxes, eliminate the deficit in four years, crack down on crime and reform the Senate.
