The issue is whether Kenney used the resources of his office for partisan purposes, which is against the rules. The memo written on his letterhead, soliciting contributions to fund a Conservative strategy to target new Canadians in key ridings, was penned by one of his ministerial aides, Kasra Nejatian, a young Canadian of Iranian descent and it's a bit rich for the federal Liberals to be calling for the head of Immigration and Multiculturalism Minister Jason Kenney, claiming that he is using his office to troll for ethnic votes. The Liberals have historically been the undisputed champions of ethnic courtship. An agenda item at a federal Liberal party event in May of 2008 was even titled "Targeting by Ethnicity." All parties cater to new Canadians. Even though they do not cast ballots in lock-step unison, there is evidence that new immigrants often take their cues from community leaders.
