Internal Conflicts Dept: Friday's announcement by the Harper government was met with mixed reactions. And in another sign of the internal conflicts facing Elliott, RCMP spokesman Greg Cox confirmed late Friday that the commissioner was the subject of a "couple of complaints" regarding his carrying of a firearm while on a trip to Afghanistan last year and the RCMP's first civilian commissioner, William Elliott, who had a public dust-up with senior managers over his leadership style last year, will step down this summer. Critics, however, said Elliott's lack of policing knowledge and his clash with senior managers made his departure inevitable. Two of his fiercest critics, Raf Souccar, the deputy commissioner, and Mike McDonell, former assistant commissioner, are scheduled to testify before the House of Commons public safety committee on Tuesday.
