Border Crisis Dept: They were among hundreds of Colombian refugees crossing the border that month from the United States just before tough immigration rules went into effect in Canada at midnight on Dec. 31. The changes would force refugees to claim asylum in the first country they entered, which for most was the U.S. a country that usually rejected them, according to The Star. Ontario s settlement workers mobilized when the border crisis began in mid-December. So many refugees gathered at the Fort Erie crossing that immigration officials set up an office to welcome as many people as possible before the deadline and marcel Rios and Patricia Garcia set low expectations for their three kids the Christmas of 2004. The couple childhood sweethearts and doctors just wanted their family safe. Rios and Garcia had felt the sting of the American system for nearly five years in Florida where they fled after receiving guerrilla threats in Colombia. The U.S. rejected their claim and appeal. As
