emergency services: On Tuesday, council was scheduled to discuss the boundary changes between the Lucasville and Hammonds Plains areas, both of which Blackburn represents, according to The Chronicle Herald. It's an issue that goes back to the creation of the HRM in 1996, Blackburn told me Wednesday, when staff set district boundaries willy-nilly, without a lot of thought about things like the true historical nature of communities. Last weekend it wasn't so much the volume as the tone. A few years back the municipality started revisiting the boundaries. When that happens, residents may have to change the addresses on their bills and letterhead.
