Shumate said he was authorized to say the government was actively considering whether to extend the deadline in light of hurricanes that ravaged Florida and Texas. Shumate said the decision was made to wind down the program and delaying the deadline for renewals risked a later crush of applications that would overwhelm employees tasked with handling them.
