The landlord, Qun Liao, is also a recent immigrant from China and advertises the house on Air BnB and Chinese language message boards. A south end Halifax landlord says she will comply with a city order to stop using her property as a lodging house. In a notice which Liao says she received on March 9, the city says the property is being operated as a lodging house and has more than the five bedrooms permitted under the Halifax peninsula land use bylaw. The notice says Liao must remove all locks from bedroom doors, reduce the number of bedrooms to five, and not rent by the individual room. Lodging houses are not permitted in R-1 and R-2 zones under the bylaw.
