Haitham Fathalla: Fathalla, who has permanent resident status in Canada, accepted responsibility for one count of non-compliance and two of misrepresentation, according to The Chronicle Herald. Haitham Fathalla, 37, pleaded guilty in Halifax provincial court Friday to three charges under the Immigration and Refugee Protection Act. McLaughlin explained that permanent residents must be in Canada for at least three years in a five-year period. Fathalla was outside the country 90 per cent of the time, McLaughlin estimated.
