It was an audacious move. Under the new policy, undocumented immigrants had the same right to municipal services such as public health, parks and recreation programs, social assistance, community housing, women shelters and libraries as any other resident. It defied the federal government drive to deport bogus refugees, deny asylum seekers access to medical care and crack down on illegal workers. Hamilton became a sanctuary city last year.
