She also boasted that for the first time in the PQs history, it is running a pro-sovereignty campaign without a referendum in sight and MONTREAL If the mandatory Quebec history courses and the coming charter of Quebec values werent indication enough, Quebec Premier Pauline Marois laid it out in plain old French: she is laying the groundwork for a third referendum on independence. But asked by a student when the PQ would be able to have another crack at its primary purpose, the separation of Quebec from Canada, Marois said that while her minority government is currently hampered from holding another independence vote, it remains her driving purpose every day that she comes into work.
