Zaifman, an immigration lawyer, has long said he wants to turn the four-storey building into a boutique hotel, but it remains vacant to this day and the property title to the 100-year-old St. Charles Hotel in Winnipeg's Exchange District is being taken over by the city. The decision was made Wednesday morning by the city's downtown development and heritage committee, which denied Zaifman's appeal to keep the historic hotel.
