Kai-Guo Huang: Permanent Resident Status

Yu Chen Dept: Kai-Guo Huang, 35, was arrested in Toronto on a drunk-driving charge Aug. 7, but a fingerprint search showed he was wanted in the U.S. in connection to 1998 a murder and dismemberment in Philadelphia, according to CTV. Huang was allegedly living under the name Yu Chen, which he used to apply for refugee status in Canada in 2006 and permanent resident status after that and a man who was living in Canada for at least six years while he was wanted under an arrest warrant in the U.S. appeared in a Toronto court Thursday.
