Essential Skills Dept: The three Rs are among the nine essential skills being taught in the taxpayer-funded Workplace Education Initiative that is a key plank in the prov ince s training strategy, according to The Chronicle Herald. I do not point this out to shame the workers who need the extra attention quite the opposite. Adult learning inside and outside the workplace should be as much a plank of our economy and our democra cy as educating children and reading, writing and arith metic are properly taught in school. So why are we also paying for remedial education in the workplace?
