Immigrant Smuggling Dept: Officials were investigating the capsizing of an over-loaded immigrant smuggling boat that killed 18 people and rescue teams were searching for 20 or more people missing off the coast. A rusting vessel with about 60 people aboard bound for Puerto Rico capsized in the Bay of Samana, naval officials said.
