Criminal Law Dept: The crime-fighting initiatives collected in the bill have been the subject of much debate and may yet be tweaked before becoming law. But ultimately Parliament is going to add new provisions to our Criminal Code, according to Winnipeg Free Press. It's failing, miserably, in that duty and the Conservative government's omnibus criminal-law bill before Parliament, the Safe Streets and Communities Act, contains measures from nine different bills that were never passed due to last spring's federal election. It bundles a lot of legislation, much of which amends or creates offences and penalties under Canada's Criminal Code. Parliament's duty is to create new criminal law where needed. But Parliament has a corresponding duty to subtract law ---- to repeal outdated and unenforceable criminal laws.
