Immigrant Voters Dept: "This government's policies have not been friendly to immigrant communities," the group trumpeted in an open letter targeting Conservative policies, according to Calgary Herald. The message resonated with minority groups who had played by the rules to come here through legitimate channels. The Harper government was also effective in getting out the message to new Canadians that their values are naturally aligned with the Conservative party. Much of the success of that strategy is credited to Calgary MP and Immigration Minister Jason Kenney and when two dozen immigration lawyers and academics from some of Canada's top law schools urged immigrant communities to vote against the Harper government in the last election, it appeared the Conservatives' dreams of winning some key ridings in the Greater Toronto Area had been dashed. Immigrant voters responded, but not in the way the group hoped. Rather than rejecting these supposedly cruel, heartless Conservative meanies, immigrant voters embraced them. The Harper Tories won the Greater Toronto Area and other traditional Liberal enclaves like Richmond, B.C., by promising to get tough on human smugglers and queue jumpers. As
