City Councillor Dept: Kellie Leitch, the pediatrician who dispatched former cabinet minister Helena Guergis in Simcoe-Grey, becomes parliamentary secretary for both Human Resources and Labour, according to Globe And Mail. All three MPs are from key ridings in Ontario that the Tories fought hard to win or in the case of Simcoe-Grey, hold , which is no coincidence. As with cabinet ministers, parliamentary secretaries are chosen in part to bolster the profile of MPs in newly won or vulnerable seats. Since the Harper government owes its majority to gains in urban southern Ontario, that region is prominently represented within the ranks of parliamentary secretaries, as it is among the cabinet ministers they serve and among the latter, Ajax-Pickering MP Chris Alexander, who served as Canada’s first ambassador in Afghanistan and who some observers thought could go straight into cabinet, instead was named in Wednesday’s appointments as the youthful parliamentary secretary to Defence Minister Peter MacKay.
