"Lots of it was due to the BSE and, you know, because people weren't making enough money, they tend to cut their herds back," said Chuck MacLean, chairman of the Alberta Beef Producers and about 500 employees will be laid off next month as XL Foods closes two beef processing plants in Calgary.
