Spring Election Dept: The development occurred yesterday afternoon when Speaker Peter Milliken stood in the House to deliver two key rulings on the Conservative government's behaviour, according to Montreal Gazette. Milliken ruled that there is a prima facie case for that violation of privilege and the Harper government has lost two key rulings by the Speaker revolving around whether it has breached the privileges of MPs, and the political setback is bound to heighten partisan tension and increase speculation about a spring election. One involved whether there are grounds for finding that International Cooperation Minister Bev Oda breached the privileges of her fellow MPs by failing to provide the whole story behind her involvement in a 2009 decision to cut funding for a church-based aid group called KAIROS.
