A minister providing no rationale for cancelling a decades long expenditure is unacceptable as well and international Cooperation Minister Bev Oda has admitted tardily she added the word "not" to the memo in which CIDA staff recommended funding for KAIROS, an ecumenical partnership working to promote human rights, justice and peace, viable human development, and ecological justice.
