News this week that the Conservative government is negotiating a security perimeter with the U.S. -- in a bid to mitigate the hardship -- should come as no surprise, and be welcome for its potential to ease border congestion and news of a possible Canada-U.S. security perimeter will strike fear in some hearts. But the truth is, the project already is well underway. Reports have estimated the extra security has added costs for Canadian manufacturers equivalent to two to three per cent of total trade.
