Citizenship Application Dept: “While each case is considered on its own merit, generally, someone who has never been a Canadian and has not spent much time in Canada, and is a citizen of another country in which they have resided most of their life, would not have a strong case to warrant exceptional use of the discretionary authority to grant citizenship,” Citizenship and Immigration spokeswoman Karen Shadd said in an e-mail, according to Globe And Mail. The world championships begin Aug. 28 in Turkey.
